Neola
The School District of Webster Board of Education is currently undergoing a comprehensive review of all district policies as they transition from their current policy service provider, Wisconsin Association of School Boards (WASB), and move towards fully adopting policies utilizing Neola as the new policy service provider.
Why Neola?
Neola has been servicing schools in Wisconsin since 1989 and currently serves 353 * districts in our state. The policy language that they provide addresses state-specific issues and laws. Neola's drafted policy language is reviewed by school law attorneys in Wisconsin to ensure compliance with state statutes. In addition, Neola assigns each district with a representative who has previously served as a school superintendent, general counsel or other policy administrator in Wisconsin.
Once contracted, our bylaws and policies are updated twice per year, based on changes in State and Federal statutes as changes are made by regulatory agencies, and as regular review necessitates. Our Neola representative visits the district to explain any proposed changes so that the district can make informed decisions before adoption.
It is important to note that the School District of Webster still has full control over which policies are adopted, as well as editing rights to all policies to ensure that they continue to align with our mission, vision and goals.
The Transition Process
In 2024, The School District of Webster Board of Education switched from having Standing Committees to Committees of the Whole to allow full board input from start to finish on all district topics. Due to this transition’s arduous process, the board created a Policy Ad Hoc Committee on December 16, 2024 in order to diligently work through each individual presented policy.
Prior to adoption, these policies are being thoroughly reviewed by a collaboration of district administration, board of education, and members of the public.

Once proposed policies have gone through a first reading by the full board, they will be made available for public viewing (Please follow the link under 'Quick Links')
We anticipate that all policies will be completed and available prior to the 2025-2026 school year.
